The car's hazard warning lights were flashing but there was no detonating device inside, police said.
French media reported that seven cylinders were found, one empty, in a Peugeot 607 with no number plates.
Some 130 people died in Paris in November in a series of terror attacks carried out by so-called Islamic State.
An associate of the car's owner, also known to police, was arrested, the AFP news agency reported.
Anti-terror prosecutors have opened a preliminary investigation, AFP said.
